Old Escondido Neighborhood Quarterly Meeting

Thursday July 22, 2004 7:00PM
I. The meeting was called to order at 7:05 pm by
Sec/Treas. Dick Althouse due to the emergency absence of President,
ConnieSue Dickinson. Board member Joyce Koppelman was present; absent were
Steve Rosefeld and Scott Hatlestad. There were approximately 15 persons in
attendance including Carmen Amigon from Community Housing Works.
II. Approval of the minutes
of the June 10, 2004 BOD meeting was tabled for lack of a quorum.
III Committee Reports—
A.
Finance- as of July 22 , 2004 Checkbook balance $4254.53
B Traffic
and Sidewalks- It was hoped that Rich Buquet, City of Escondido Neighborhood
coordinator would attend to give an update on 9th Ave. Sidewalk Project.
Rich was unable to attend so Dick Althouse gave an update and there was some
discussion from the audience.
C
Newsletter- Tern and Chuck Johnson did not receive their issue in the mail
but picked up an extra copy at this meeting.
D. Welcome
Committee- Joyce reported that we are current regarding all new neighbors
“Welcome Visits One gal in the audience stated that she moved into the
neighborhood 6 months ago and has not been visited and would like a copy of
the Guideline Book. Dick asked her to make a note of this along side her
name on the sign up sheet and he will get a copy to her; Candace Young 450
E. 9th Ave.
IV. Old Business:
A. Survey Results- Steve
Rosefeld was not present to share results at this meeting but Joyce
downloaded the results from the Web (OEN) and Dick presented some examples
of the results and encouraged interested parties to check our site at
www.oldescondido.com.
B. By-Laws- Dick explained
some concerns about the By-Laws as currently written. Carmen Amigon shared
some thoughts that she has after her review of them and comparing them to
those used by other groups. Lucy Berk expressed some concerns that she had
and after some discussion from the audience, it was decided to set up a
committee to review our By-Laws and use Carmen Amigon’s help to propose the
changes that will better serve our needs. Possible committee members are:
Lucy Berk, William Short (745-0803), and Carol Rhea.
C Block Party- Aug. 3, 2004
5:00 PM There was consider able discussion about volunteers for this event
as well as others. Doug Eagleson offered to supply tables and chairs for
people to sit around. Dick will contact Doug.
V New Business:
A. Board of Directors (BOD)
Nominations
There was much discussion
about the desire to open all BOD Meetings to open forum style— increase
neighbor participation, increase the number and participation in of
committees. One thought was to divide OEN in 9 “clusters” with a
representative from each cluster to constitute the BOD; impose term limits,
and be more democratic in operation. We will need a larger meeting room to
conduct open meetings as proposed.
Perhaps the group could
meet every other month ( six times a year ) instead of every month.
VI Questions and Answers
Lucy Berk presented some
thoughts about:
I. The
Head Start Program has a new program located at
North County Baptist Church
on W. 7th Ave. and is looking for people to read to children

made some very positive comments about the improvements in the overall
appearance of our part of town; the painting of homes; we still have work to
do but we have come a long way in the last 10 years.
3 There
are some increases in city fees that will affect our neighborhood and she
hopes that people will attend some of the committee meetings at City MaLl as
well as City Council meetings to get information about these increases and
perhaps speak up about them at the city meetings.
